provocation　도발

　북한이 13일 `광명성 3호` 위성을 탑재한 `은하 3호` 로켓을 발사했으나 2분15초 지나 폭발해 궤도 진입에 실패했다. 북한은 실패 만회를 위해 3차 핵실험 등 도발을 감행할 것으로 보인다. 유엔 안전보장이사회에서 북한 도발에 대한 제재를 논의하고 있다. (The United Nations Security Council(UNSC) deals with the latest North Korean provocation.)
